Building the Future: Infrastructure and Development at a Crossroads

From a boots-on-the-ground tour of the Water Authority’s treatment plant to a high-powered seminar at KPMG’s Cricket Square HQ, this session was all about understanding how Cayman is being built—literally and strategically—for the future.

The day began with a safety-gear-clad tour of the Water Authority’s main campus, where participants got a behind-the-scenes look at the systems that keep Cayman flowing. From wastewater treatment to water quality control, the tour highlighted the complexity and critical importance of infrastructure that often goes unseen.

The evening seminar, moderated by Dan DeFinis, Josh Bain, and Wade Chase, brought together three of Cayman’s top minds in planning and development. Haroon Pandohie, Director of Planning for the Cayman Islands Government, shared his vision for sustainable, orderly growth. With a background in city planning and an MBA to match, Haroon is steering the islands toward a future where development aligns with long-term economic, social, and environmental goals.

Jessica Peacy, Principal Planner at Professional Planning and Development Services, brought a wealth of experience from both the UK and Cayman. A chartered planner and quantity surveyor, Jess is a champion for inclusive, resilient communities—and a firm believer in transparent, dialogue-driven planning systems.

Rounding out the panel was Denis Thibeault, Assistant Director of Transportation & Planning at the National Roads Authority. With over 35 years of experience, Denis has helped shape Cayman’s road network—from the East-West Arterial to the Esterley Tibbetts Highway. His insights into traffic data, urban design, and climate resilience sparked deep discussion on how Cayman can stay ahead of its infrastructure curve.

Breakout sessions tackled hot-button issues: Can Cayman’s infrastructure handle a population of 100,000? How do we balance beachfront development with environmental protection? And what role should government and private players take in shaping the future?

From zoning reform to renewable energy, the seminar underscored that infrastructure isn’t just about concrete and cables—it’s about vision, resilience, and leadership. As Cayman faces rising seas, growing populations, and global competition, the message was clear: the time to build smarter is now.
